The NWMT does not have an official practice if that is what you are asking. Thompson does have an open practice, don't know when.

So then, if I read this correctly, WMT practice begins when the Tour director at the track they are at on any given date says it starts?

Pretty much. There is a "seven day rule" about practicing at an upcoming event facility, but other than that, there is no formal "practice" that I'm aware of.
