2008 Mountain Rules

I heard that the new rules for the 2008 season will be out by the end of the month...is this true?

I know last year the rulebook didn't come out until mid February and I spent some money on useless parts by then, so I am very happy to hear I will have a rulebook very shortly. Thanks
