Actually, notification is sent to the offending person/persons.
WJ is correct that it is never posted here as we are not the officials.

Penalties generally are posted on the pit board, next to the schedule and line ups. They do not specify anything more than the division where the penalty took place and what the penalty is (or will be). That is the way it is done.

Are DQ's and such handled the same way?

DQ's, if the info is known the night of the race, are posted as part of the results that night. They are generally NOT carried over to the following week's info.

why did the 76 diliberately spin the same car out twice and then drive his modified like a maniac in the pits and then leave his car out on the track and climb over the fence, well if he did then he should be suspended too and i left out the part where he also tried to run a person over.

I agree. Any of you that are still concerned, on any of this, can come to the track Saturday and find out all the answers. Any further threads will be deleted.
