does the transponder have to a rechargeable or can we have a hard wired transponder?

It can be hard wired. I use one all the time.

It may be possible to hook up an external battery pack to power the transponder.
You would need a circuit to regulate the voltage to the transponder.

Why the transponder doesn't work?
99% of the time the batteries inside the transponder go bad.
The batteries are encapsulated in epoxy to stop movement and to keep the owner from easily replacing them.
There is a liquid solution available that will dissolve that epoxy.
Once that is done, the batteries can be replaced.
