Anybody know a good vinyl cutter, who can be both good and cheap?

Not at all racing related, but I thought I would ask.
I have to get decals cut for our little league teams.
The guy I was dealing with has gone silent.
I am going to need about 20-40 decals. Two colors, about 1.5" high.
If anyone knows anybody please let me know.
