By tough I am thinking you want durable. Look at the ratings on the side wall. Look for A ratings. Treadwear is relative but in my opinion not as important. If there are no load range rules, look for a light truck tire. Hope that helps.

What about innertubes and doubling of tires?

The tire shop (Gemini) is no more, so I would recommend the used tire guy in Bay Shore on Union Blvd. behind Southside Hospital. It used to be called Tire Man, but has since changed hands and I naturally cannot remember the new name. They have a 40 series Coates machine, as well as the rim clamp style, so they should be able to do what it is you desire. If they are not interested, try Rayda Tire up on Suffolk Ave. in Brentwood. There are other used tire shops, I just listed the ones I have dealt with.

Why don't try using donuts? (not Krispy Kreme or Dunkin')

That would work, just gotta use 14" dounuts on the back compared to the 13"s snow grips on the front.

if you want can put you in touch with someone trying to get an order together from moore tire? in rock falls and the more tires you get from them the cheaper they are, really the shipping that kills you, they are very heavy tires! :D
