My Guess would be Mario Andretti. I honestly do not remember him in modifieds but I know he did some racing on Long Island in a TQ, so I guess it is possible he ran a Modified.
Not Mario. Andretti raced at the Island Gardens in the TQ's around 1962-63 but I don't think he ever raced a modified on the Island.
How about AJ Foyt?
Not A.J. either. This guy started out as a drag racer, then raced modifieds, and went to ARDC before embarking on his Indy career.

Wally Dallenbach won a 1965 Islip modified feature driving a backup X89 for Fred Harbach. The ARDC midgets were in town and Dallenbach came with them.
